What is a Change of Tenancy? (CoT)

A Change of Tenancy (COT) is the process of updating utility accounts when a tenant moves out of a property and a new tenant moves in. It ensures that the outgoing tenant receives their final bill, and the incoming tenant is billed correctly from their move-in date.

When should you submit a CoT?

Submit this as soon as you move in or out, or when the leaseholder changes. Early submission avoids being placed on higher out-of-contract rates.

What types of CoTs exist?

  • Incoming CoT – when you move into new premises and take over supply

  • Outgoing CoT – when you leave your premises

What information is needed?

Requirements vary by supplier, but we will contact you for the specifics. We always need:

  • Meter reading on the changeover date

  • Lease or tenancy agreement (or equivalent documentation)

  • MPAN/MPRN numbers from your energy bills

What happens after it is submitted?

Suppliers have 10 working days to:

  • Close the old account and open a new one, or

  • Request more details, or

  • Reject the request with reasons

What if you're changing supplier or moving premises?

  • Notify both your old and new suppliers

  • Provide tenancy documents to ensure a smooth transfer or closure

What delays or issues should you watch for?

  • Missing meter readings → may lead to estimated billing or disputes

  • Delayed submission → can result in unnecessary charges

  • Some cases may be flagged as high-risk CoTs, often due to:

    • Outstanding debt

    • Short contract duration (<6 months)

    • Multiple recent CoTs

Can a CoT be used to end a contract early?

No. A Change of Tenancy can’t be used to exit an existing energy contract early. It only applies when there’s a genuine change in legal responsibility for the premises (e.g. new tenant or business owner).

How to dispute or complain?

If you experience billing errors, unreasonable delays beyond 10 working days, or unfair rejections, we can escalate this directly with the supplier on your behalf.
